HOW CAMEROON AVIATION SAFETY KEEPS IMPROVING BUT FALLING SHORT OF INTERNATIONAL STANDARD

Transport Minister Jean Ernest Masséna Ngalle Bibehe recently shared the outcomes of a safety audit conducted by the International Civil Aviation Organization (ICAO) in Cameroon. The audit, conducted as part of the Universal Security Audit Program (USAP), evaluated Cameroon’s implementation of crucial elements of the civil aviation safety oversight system.

The audit revealed that Cameroon has significantly improved its effective implementation rate of the eight essential elements, including legislation, civil aviation organizational structure, personnel licensing, aircraft operation, airworthiness of civil aircraft, aerodromes, air navigation services, and accident investigations. Cameroon’s implementation rate increased from 68.80% in 2018 to 78.59% in 2023, representing a notable 25.44% increase. While these results position Cameroon above regional and global averages, they still fall short of ICAO’s target rate of 80%.

In terms of civil aviation facilitation and security, Cameroon’s compliance rate with Annexes 9 and 17 standards, observed at Douala and Yaoundé-Nsimalen international airports, stands at 77.11%. This rate surpasses regional and global averages, indicating the country’s efforts to address security and air navigation deficiencies.

Paule Assoumou Koki, Director-General of the Cameroon Civil Aviation Authority (CCAA), highlighted improvements in security due to stricter measures at airports, including restricted access and passenger and baggage screening.

The audit results align with Cameroon’s commitment to renovating airport infrastructure. The government has allocated funds for the development and rehabilitation of airports in Bertoua, Kribi, and Tiko, with plans to continue rehabilitation projects for Douala Airport and intensify runway rehabilitation at Garoua International Airport in 2024. These efforts aim to enhance Cameroon’s aviation sector and contribute to its transformation into a sub-regional hub.
